ALIF Pre-Index is the minimum compliance gateway that evaluates a journal's digital presence, transparency, and professional integrity. It is not indexing, but the eligibility stage for SEIPID services and the foundation for applying to higher ALIF tiers (L1–L3).
All journals — new or existing — must pass this stage to enter the SEIPID ecosystem.
Journals on the Rise
ALIF Index L1 is the first indexing tier for journals that have moved beyond minimum compliance and is awarded to journals demonstrating consistent adherence to recognised editorial, ethical, and operational practices. For this stage, journals are assessed against journal-level quality criteria relating to peer review transparency, editorial governance, publication regularity, and policy enforcement.
Inclusion within L1 indicates that the journal operates within a structured scholarly publishing environment and maintains the procedural safeguards necessary for credible academic dissemination. Journals at this level are expected to demonstrate ongoing compliance and may apply for advancement upon evidence of sustained operational stability.

ALIF Index L2 is conferred upon journals that demonstrate not only procedural compliance but also effective implementation of editorial workflows and peer review quality assurance mechanisms.
Journals classified within L2 are expected to maintain reviewer independence, decision traceability, and adherence to declared ethical and methodological standards. Inclusion reflects a transition from structural compliance toward operational maturity within the journal’s publishing practices.
The Mark of Exceptional Scholarship
ALIF Index L3 constitutes the highest classification tier and is reserved for journals meeting all journal-level quality criteria in addition to defined impact gateway requirements. At this stage, eligible journals are grouped by subject discipline and evaluated using the Alif Composite Score (ACS), a proprietary ranking metric derived from citation activity and publication outputs over defined assessment periods.
L3 classification recognises journals that demonstrate measurable scholarly influence within their respective academic domains while maintaining consistent compliance with governance and ethical standards. Journals at this level are subject to periodic reassessment to ensure continued alignment with both quality and impact expectations.
